PAE has hired former U.S. Federal Bureau of Investigation supervisory special agent John Harley and former U.S. Customs and Border Protection senior procurement official Guy Torres as account directors for PAE’s National Security Solutions organization. Harley and Torres will serve as subject matter experts focused on expanding relationships, developing service solutions and growing company business with the U.S. government.
A recognized leader in the law enforcement and intelligence communities for 24 years, Harley served the FBI in multiple roles, including managing national security matters involving counterterrorism, counterintelligence and weapons of mass destruction. He served as a member of an FBI Special Weapons and Tactics Team, Evidence Response Team and Hazardous Material Response Team, and as a weapons of mass destruction coordinator. Harley is the recipient of an FBI Investigative Excellence Award and the intelligence community’s Civilian Joint Duty Service Award. After retiring from the FBI in 2019, he served as the business development director for the FBI account at Leidos. In his role at PAE, Harley will support the company’s work with the U.S. Department of Justice and its federal agencies, including the FBI, U.S. Drug Enforcement Administration and U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives.
Torres brings more than 20 years of experience within the federal acquisition and contracting markets. As a director of IT contracting with CBP, he managed the largest IT acquisition portfolio at the U.S. Department of Homeland Security with annual procurement activity exceeding $1.6 billion. In that role, he supervised the planning, acquisition and contract execution of IT requirements to protect the nation’s borders. Torres has held leadership roles at the FBI, U.S. Small Business Administration and the U.S. Defense Intelligence Agency. A former U.S. Marine Corps officer, Torres is also a graduate of the United States Naval Academy and the Senior Executive Fellows Program at Harvard University’s John F. Kennedy School of Government. Torres will support PAE work for DHS.
