Amentum’s Seconded Personnel and Election Observers (SPEO) project rapidly deploys and supports U.S. citizens for seconded job and election observation opportunities on behalf of the U.S. Department of State (DOS) to the Organization for Security and Cooperation in Europe (OSCE).

The opportunities listed below represent all the OSCE vacancies currently authorized by the USOSCE and available to U.S. citizens and are posted to this website by Amentum SPEO within 24 hours of authorization. OSCE vacancies that are not listed below are not authorized for US citizen recruitment.

History of Amentum SPEO

Since 2000 Amentum SPEO, formerly known as PAE REACT, has been contracted by the DOS to deploy U.S. citizen experts to undertake activities associated with conflict prevention, crisis management and post-conflict rehabilitation, all of which contribute to security and cooperation.

To date, Amentum SPEO has deployed thousands of U.S. citizen experts on behalf of the DOS to the Balkans, Central and Eastern Europe, the Caucasus, Central Asia; and OSCE institutions and Secretariat in The Hague, Vienna and Warsaw to support OSCE efforts to advance security and cooperation within and between participating states. Amentum SPEO maintains a database of experts and election observers through which applicants submit an updatable profile, which doubles as their application for seconded job and election observation opportunities with the OSCE.

The U.S. Mission to the OSCE

The U.S. Mission to the OSCE (USOSCE) represents the interests of the United States government in the OSCE and authorizes Amentum SPEO to recruit U.S. citizen experts and election observers to support the OSCE. The United States views the OSCE as a vital instrument for building stable, open societies in which every country lives at peace with its neighbors. The U.S. Mission to the OSCE engages with diplomatic representatives of the other participating States and with OSCE staff in promotion of this vision. Learn more about the U.S. Mission to the OSCE.

OSCE

With 57 participating States from North America, Europe, the Caucasus and Central Asia, the OSCE forms the largest regional security organization in the world. The OSCE provides a forum for dialogue and a platform for action for participating States to detect conflict, manage crises, and implement civic rehabilitation programs to ensure security within the OSCE area. OSCE participating States have all made specific political commitments to each other for the purpose of advancing cooperation in the three OSCE dimensions: (1) politico-military security (e.g. arms control and border monitoring), (2) economic and environmental security (e.g. anti-corruption, resource management), and (3) the human dimension (e.g. democratization, elections, human rights, and rule of law). Learn more about the OSCE.
